I have a credit score less than 600 and I received a small balance credit card from Capital One and HSBC. I've had the Capt One for a couple years now but I just got the HSBC. I would try them both. Although credit requirements are tightening due to the current state of the market you may still qualify. The Cap One has an annual fee but otherwise they have been good to me.
