		<description>If you don't have a bank account, that would probably be a good place to start and then perhaps you could get a small loan from the same bank, just to get the ball rolling. If you have someone with good credit that is willing to co-sign that would be even better. If none of that works, you could apply for a secured credit card, where you put up a deposit and if you prove to be reliable after a designated period, they will consider giving you an unsecured card, at which time they will return your deposit with a little interest. There are some scams out there so be cautious in who you deal with. I believe that Capitol One Bank has them. Also, always use credit wisely by not charging things you can't afford. Failure to do that is one of the reasons our country is currently in such financial distress.</description>
